GEPCO NEW CONNECTION APPLICATION FORM FOR SERVICE CONNECTION

DOCUMENTS TO BE ATTACHED WITH THE APPLICATION
Documents to be attached with the Application and Power Supply Contract as follows:
- To apply, a certificate showing ownership of the premises in which the connection is to take place must be submitted.
- The owner of the property signs an affidavit stating that he has no previous connection with the premises for which a connection is applied and that he will foot any outstanding dues in respect of any previous connections which may exist.
- The issue of the “No Objection Certificate” (if the applicant is a tenant) will be dealt with by the landlord.
- Attested copies of CNICs of the applicant and two witnesses.
- The power of attorney (in the case of a Company), is in favor of the applicant to the effect that the applicant is authorized to sign the application and execute the agreement on behalf of the Company.
- According to the law, if the connection is made in the name of an incorporated company, you will need to produce documents proving incorporation.
- Certificate of incorporation;
- Resolution of Board of Directors authorizing a person to sign and execute the application and agreement form;
- Charge creation certificate issued by the Securities and Exchange Commission of Pakistan equivalent to the amount of security;
- List of directors with complete addresses and copies of their computerized national identity cards.
- Available site plan of industry/premises where the connection is required.
- In case of change of name/extension or reduction of load, a certificate from the Revenue Office, GEPCO to the effect that no arrears are outstanding against the premises along with proof of ownership/NOC. A wiring test report would be required in case of extension/reduction of load.
DESIGN, COST ESTIMATE, AND GEPCO DEMAND NOTICE
Upon receipt of your form and documents, GEPCO will issue a registration PIN. This is to allow the applicant to refer back to for further processing etc. the application will be evaluated/processed and approved as per the provisions of Consumer Eligibility Criteria, Grid Code, and Distribution Code (where applicable). A GEPCO demand notice fee and security amount will be charged by the GEPCO office after they process your application.
People need to be sure that when they’re sending notices, they always do it by registered post or courier. If the beneficiary doesn’t accept the notice personally (which they may), then you’ll need to obtain a receipt for it.
- To pay for this demand, show the notice to the branch of a designated bank. The bank must receive payment as per the notice and provide an acknowledgment receipt etc.

APPROVAL OF APPLICANT’S INSTALLATION
Before any electrical wiring or energy-consuming meter is connected to GEPCO’s distribution system, the same will have to be subjected to inspection and testing by GEPCO. No GEPCO new connection shall be made to the system without prior inspection. Afterward, GEPCO new connection tracking can be done to get updates about the new connection being established.
What Is The Procedure For Meter Downloading ?
Meter Location
- The consumer must make their premises safe and accessible to GEPCO so that installing the meter on their property is possible.
- GEPCO will install the meters at a reasonable height so you can more easily access them without needing to use any tools.
- For multi-floor buildings, the meters of all consumers residing in that building should be installed at one location on the boundary of the building.
- The GEPCO will have the right at any time to change the place and position of the metering equipment to conform with the provision of the Schedule of Tariffs in force from time to time and Consumer Eligibility Criteria, 2003.
- At any time, a consumer may need their meter moved to a different place on their property, they must give 7 days of notice to the GEPCO. The consumer should also provide reasons for this relocation. The GEPCO after its satisfaction may shift the metering equipment upon receipt of such a request upon deposit of such shifting charges by the consumer as demanded through a demand notice by the GEPCO.
Meter Installation
- The GEPCO will strive to install the meters at the highest industry standards.
- All meters should be installed on a non-flammable board in a true vertical position. This way, water won’t enter through the meters, cabinets, or any other possibility.
- When metering equipment is installed in a multiple-occupancy building, the meter connection devices shall be labeled, tagged, or stenciled showing the complete address and location of the area served (e.g., apartment number or office name) and the customer for which the metering equipment is being installed.
- The first step is to install mounting brackets on a wall. Ideally, this would be on a floor joist with 2×4 framing members. Be sure the mounting brackets are secure, even before putting any equipment or wiring within them.
- For meters in multiple or grouped metering configurations, conductors from the power source shall be continuous from the last meter to the meter terminals.
MEPCO Meter Replacement
- Contact your energy provider once you replace a meter. If they find any discrepancies caused by the old meter, they will take responsibility and you won’t be charged.
- If you ever have doubts about any pre-existing metering equipment, the GEPCO may choose to go ahead and install a calibrated and tested metering device in series with the old equipment to determine the difference in consumption or maximum demand recorded by the check metering equipment and that record, for a fixed period by the impugned metering equipment, any comparative test should show that it is incorrect, the metering equipment shall be removed with consent.
- And if the GEPCO finds no evidence of any malfunctions or alterations to the impugned metering equipment, it will install a “correct meter” without delay.
- Where the GEPCO is unable to install check metering equipment of appropriate capacity in series with the impugned metering equipment due to lack of such equipment in the jurisdiction or any other reason, they shall consider installing in parallel but with a differential in voltage to check the accuracy of measurements after informing the client in writing, the GEPCO shall test the impugned metering equipment through a Rotary Sub-Standard or digital power analyzer.
- If on such test being made, it should prove the impugned metering equipment shall be replaced and put in a location which is more visible and accessible, with a notice saying “notice: impugned meter” If a meter is not available after the passage of the period during which, according to this Tariff you are entitled to obtain such meter free of charge, then your chargeable multiplying factor shall be increased accordingly.
- When a consumer is not satisfied with his meter accuracy, he can tell the GEPCO in writing that he desires the Meter checked in his presence Upon receiving such a request, the GEPCO will issue a meter challenge fee for checking said meter and will check it.
- The accuracy of the said meter will be checked within 7 working days from receiving payment of the challenge fee by installing a calibrated check meter in series with or else, accompanied by an engineer of the GEPCO’s metering and testing laboratory. If the measuring device shows that is being operated out of calibration then it is necessary to change it
- GEPCO must immediately credit the aggrieved consumer with the appropriate amount of excessive charges incurred.
- You will not be charged more than 2 monthly payments if your meter becomes defective or shows an incorrect reading. Bills will be based on 100% of the electricity usage recorded in the same month last year. Or, if there isn’t enough information for that, we’ll base it on an average of your past 11 months- whichever is higher. Only GEPCO employees will be able to decide if a meter is defective Consumers can challenge the status of their defective power meter, and corporations should provide resources to allow for this. If possible, GEPCO will send someone to the consumer’s residence with a checker meter or rotary substandard meter accompanied by an engineer.
- You should submit a written notice to the GEPCO and inform them of any metering equipment work that has been undertaken on your property. This includes new meters or repairs to existing equipment. the GEPCO will not remove the impugned meters from the consumer’s property until a test of those meters has been conducted at the consumer’s address in front of a GEPCO representative .when measured with an impugned metering device or through a Rotary Standard or electric power analyzer and the result has been determined by his test.
GEPCO Tariff Guide
Tariff refers to the rates, charges, and some other specifications as per which electricity is generated and supplied to consumers by a GEPCO. The government will approve the tariff charged by GEPCO and provide notice to the people. GEPCO shall apply for any increase in tariff and our regulations state that we need to notify consumers beforehand.
Availability Of Schedule Of GEPCO Tariff
All tariffs approved by Nepra and notified by the GOI shall be made available in GEPCO offices and must be given to consumers for free. All queries and clarifications from customers will be dealt with by the GEPCO
Power Factor Penalties
The fines for an electric system with a low power factor shall be determined by the “Terms and Conditions” set by the GEPCO tariff. GEPCO tariff provides for the terms and conditions of tariff applicable to different categories of consumers also determined by NEPRA.
The definitions of the following terms are accordingly as per the determinations of NEPRA as amended from time to time. A copy of the current applicable Tariff Terms and Conditions as approved by NEPRA.

Change Of Tariff
- The consumer will need to apply for an energy tariff change at least 30 days before they want it activated.
- To request a change in your tariff, please submit the necessary documents and apply to GEPCO customer care executives.
- GEPCO will approve any changes to the tariff if the customer submits the form with the required information within 30 days after receiving it.
MIS-Use Of Tariff
- You should not be using the connection to do anything other than what it was originally intended for. In case you do – we reserve the right to take action against you, including disconnection and/or penalization.
- GEPCO shall serve 7 days’ notice to consumers facing sanctions after misusing their approved/sanctioned tariffs. This new tariff will allow GEPCO to collect the difference in charges that have been lost. If there are no documents to go on, then the maximum period of these charges will be determined by GEPCO.

GEPCO Helpline Number
Complaints in respect of new connections, meter reading and billing, electric supply failures, and other matters relating to the supply of electric power services shall be handled by GEPCOs expeditiously. To redress consumer complaints, Consumer Services Centers shall be approached for all types of complaints to be lodged by the consumers.
Additionally, One Window Operations are established in the GEPCO offices wherein all types of complaints are received from the consumers who are given acknowledgment of the same with definite dates for their replies according to the time frame for handling and redressal of such complaints. GEPCO shall handle a complaint under the procedure as laid down in this chapter.
COMPLAINTS REGARDING NEW CONNECTIONS
In respect of non-availability of Application and Power Supply Contract (A&PSC) and other material, delay in issuance of Demand Notices, etc. shall be attended properly and connections given as per procedure and schedule laid down in relevant chapter (s).
Queries REGARDING BILLING
- Common billing complaints including but not limited to the following shall be entertained for redressal /reply within the time as given below:
- Errors in bills arising from wrong meter readings, wrong calculation of charges, etc. (within 7 days from the receipt of complaint).
- Tariff changes. (within 30 days from the receipt of complaint)
- Defective meters (within 2 billing cycles for meters charged under defective code).
- Wrong application of surcharge, e.g., late receipt of bank scrolls or loss of a scroll (within 3 days of receipt of complaint).
- Adjustments arising on various matters including the extension of due date and waiver of surcharge (within 3 days from the receipt of complaint).
- There is rarely enough time to prepare bills and the data doesn’t reach the GEPCO Computer Centre in time. As a result, bills can’t be sent out clear 7 days before they need to be paid – this slows down the process and can cause issues with consumers. In such cases, the Officers of GEPCO can extend the date under powers delegated to them.
- Bills calculated on an average basis are usually on the higher side which needs reconsideration and correction from the next higher authority (within 15 days from the receipt of complaint).
- Detection bills are prepared on the basis and for a period not acceptable to the consumers (if referred to GEPCO decision within 15 days from the date of receipt of request).
- Energy theft detection bills are issued on mere assumptions or reasons which cannot be attributed to the complainant’s involvement in an illegal act.
- Wrong billing due to wrong meter reading (within 3 days from the receipt of complaint).
- For consumers who have recently been connected, it usually takes 2 billing cycles for their first bill to show up. The rates should be as expected, and the minimum delay is 2 months from the date of connection. If delivered later, it should have an appropriate slab corresponding to the number of months for which the accumulated reading bill was delivered).
- The inclusion of the relevant payment amount in next month’s bill will be included in this month’s paycheck. Bank officers and revenue officers can amend the bills (same day) upon presentation of the last paid bill.
- Arithmetical errors are common, ROs/SDOs are competent to correct them on the spot.
- Late delivery of bills: According to the reverse side of monthly bills, GEPCO Officers can extend the date according to powers delegated to them.
- Issuance of the duplicate bill: SDOs, ROs, and In-charge Customer Services Centers are all competent to issue the duplicate bills. (Same Day). Consumers having a web-enabled mobile phone or personal computer with internet can also download the electricity bills from the GEPCO’s website
- After the implementation of MCOs, it became evident that late intimation of input data and delayed implementation is a commonalities. The need for debt recovery mechanisms like debt recovery units (DRUs), intuitive combined with an effective system is paramount to prevent load shedding in such scenarios.
- If you have any billing-related complaints, register them in the Sub Divisional Office, Consumer Service Center, or One-Window Operation in GEPCO offices. You will be given a date for rectifying the complaint within some time frame. All these complaints shall also be monitored by GEPCO Complaint Cells.
- There is a time frame for the redressal of each complaint. The performance appraisal of all such complaints will be carried out at the end of every year. if customers have any complaints that GEPCO haven’t been able to deal with, they’re encouraged to contact the NEPRA
